The 91˿Ƶ Sustainability Park Project

As we look back on the final quarter of 2025, we conclude what has been one of the busiest periods for Procurement related to the Sustainability Park. With significant preparation, coordination, and outreach efforts underway, procurement activities continue to play a central role in the development of the project. As mentioned in our previous edition, “Procurement is at the heart of each milestone,” the past months have fully reinforced that message.

We currently have 15 calls for tender out for bids on système électronique d’appel d’offres

(SEAO) the Quebec government’s online platform for public tendering

These packages cover a wide range of disciplines, including:

  • Concrete structures
  • Steel structure
  • Windows and curtain walls
  • Electromechanical elements
  • Plumbing

Thanks to the sustained efforts of all professionals, construction managers, and the project team, these calls for tender were prepared and issued within ambitious timelines. The recent slowdown in certain segments of the industry lead us to believe that companies and potential bidders will likely have more availability to focus on our projects, encouraging them to submit proposals and fostering strong competition and competitive pricing for the Park.

In addition, Procurement Services has taken a highly active and collaborative approach to market engagement. Beyond issuing the tender documents, we have been in close communication with potential bidders making calls, sending emails, and conducting targeted follow-ups to ensure they have all the information they need and feel supported throughout the process. This hands-on involvement helps foster strong participation, reinforces our partnership with the industry, and contributes to a healthier and more competitive bidding environment for the University.

Leading the way: 91˿Ƶ’s Climate and Sustainability Strategy

Our construction initiatives strongly align with 91˿Ƶ’s broader sustainability goals. Guided by the Climate & Sustainability Strategy 2025-2030, the University encourages every unit to contribute to a more sustainable campus. Within Procurement Services, this means collaborating closely with professionals, project managers, and suppliers to identify opportunities to reduce the environmental impact of our construction packages through material selection, energy-efficient systems, and responsible sourcing.

In this regard, the leadership of Stéphanie Leclerc, PhD, Senior Advisor, Sustainable Procurement, has been instrumental. Her expertise is helping translate 91˿Ƶ’s sustainability ambitions into concrete, actionable requirements within our tenders and contractual documents. Stéphanie collaborates with José Romo, 91˿Ƶl’s Sustainable Construction Officer, to ensure that critical construction acquisitions are reviewed through a sustainability lens, enabling our unite to set clear expectations for suppliers and incorporate best practices across the project. For example, some of their recent input aimed to facilitate the acquisition of a higher proportion of Canadian materials, using new sustainability certifications, and incentivising carbon emissions reductions for certain types of materials. Thanks to Stéphanie’s involvement, our procurement strategies are not only technically sound but actively advancing 91˿Ƶ’s long-term commitment to building a more sustainable campus and community.

Overall, the past months have been marked by exceptional teamwork and rigorous effort from all parties involved. Procurement Services remains fully committed to ensuring a smooth and exemplary execution of this critical phase of the Park project.
