July 24, 2026 |聽Jennifer Welsh聽has co-authored a new commentary through the IDP Protection Expert Group (IPEG) with UN Special Rapporteur Paula Gaviria Betancur and Valeriia Vershynina, Executive Director of Ukraine's Stabilization Support Services. Drawing on Ukraine's experience with IDP Councils, the authors argue that internally displaced persons should be treated as partners in democratic governance rather than passive recipients of aid. Formal participation mechanisms, they write, improve policy quality and accelerate the transition from emergency response to lasting recovery.
