Abstract

Stroke systems in many middle-income settings face a practical challenge: the clinical burden is clear, but the information needed to plan services, support timely diagnosis, and monitor quality is often fragmented, difficult to access, or not available through official channels. This talk presents an academic-led, multisector approach to strengthening stroke care in Colombia and expanding regional impact across Latin America. I will describe how convening diverse stakeholders, mapping existing local assets, and translating real-world data into actionable quality indicators can accelerate system development—from prehospital pathways and acute care organization to center certification strategies and regional collaboration. The session will highlight implementation lessons from national and regional initiatives, including efforts to empower early-career physicians, address access gaps to essential therapies, and build sustainable research and quality-improvement networks. Finally, I will outline future priorities for long-term sustainability, with a focus on rehabilitation capacity, stable financing models, and governance structures that allow local and national progress to scale regionally.

Learning Objectives

At the completion of this talk, attendees will be able to:

  • Identify common barriers to obtaining reliable stroke information for diagnosis and system planning in middle-income settings, and recognize feasible strategies to overcome them.

  • Describe how multisector collaboration and local asset mapping can be used to design and implement scalable stroke pathways and quality-improvement programs.

  • Apply implementation lessons from Colombia and regional Latin American initiatives to define priorities for certification, sustainability, rehabilitation capacity, and long-term network financing

Speaker Bio

Julián Alejandro Rivillas, MD, MPH is a neurologist and Vascular Neurology Fellow at the Université de Montréal (Montréal, Canada). He holds a Master of Public Health from the Universidad Internacional de Valencia and is recognized as a Junior Researcher by Colombia’s national science system (Minciencias). He is a founding member of the Colombian Stroke Association and has promoted the creation of stroke networks and collaborative platforms in Colombia and Latin America. He serves as the delegate of the Colombian Association of Medical Schools (ASCOFAME) for the national process of updating the neurology training curriculum in Colombia. Dr. Rivillas is Section Editor (Vascular Neurology) for Acta Neurológica Colombiana and has authored peer-reviewed work in general neurology, public health, and stroke systems of care.
