The speaker will demonstrate how the\n private sponsorship program not only resolves certain tensions\nexisting b etween state sovereignty and refugee protection\, but also\nopens up new s paces for settlement and refuge\, which can be\nimagined independently of state territory and sovereignty.\nThe speaker will argue that individuals can be bearers of an\nother sovereignty distinct from that of states and i mplement\ninternational obligations in the area of refugee and human right s\nlaw more efficiently than states. The operation of this distinct\nsover eignty also allows an approximation to the unconditional\nhospitality as d efined by Jacques Derrida.\nThe speaker will further demonstrate that the private\nsponsorship program should be regarded as more than just an\ninte resting way of implementing States' obligations. It is also an\nopportunit y for innovative developments in international law that\ncould provide a h uman face to migration and allow a greater number\nof people to access the protection to which they are entitled. For\nthis reason\, the program nee ds increased visibility and support as\nwell as continuous reinvigoration despite restrictive governmental\npolicies.\nAbout the speaker.\nEkaterina Yahyaoui Krivenko\, Ph.D.\, D.E.S.\, LL.M.\, teaches\npublic internationa l law\, human rights\, and refugee and migration\nlaw at the University of Montreal.
