 vil war and in the eve of the second round\nof national democratic electio
 ns this year\, Liberia is working to\nreduce child abuse and exploitation\
 , including children with\ninadequate parental care. As a result of the co
 nflict\, an entire\ngeneration of children was deprived of an education\, 
 with 56\npercent of girls and 39 percent of boys having never attended\nsc
 hool. Sexual abuse and exploitation of girls\, ritualistic\nkillings\, hig
 h levels of poverty often leading to hazardous child\nlabor and unnecessar
 y institutionalization of children\, child\ntrafficking\, and harmful trad
 itional practices persist and\nresistance to discuss some of these issues 
 openly further compounds\nthe difficulty of affecting change. Polarized op
 inions on child\nrights fuel heated debate and obstruct the passage of nat
 ional\nchild rights and protection legislation. The Children’s Bill\,\npas
 sed by the House of Representatives in June 2010\, was for over a\nyear bl
 ocked in the Senate under assertions of objectionable\nWestern influence i
 n relation to cultural practices such as FGM/C\,\ncorporal punishment\, an
 d child labor. Whereas some are supportive\nof the human rights framework\
 , others believe “human rights spoil\nour children”\, and yet others show 
 confusion about what child\nrights mean and their applications. This semin
 ar will illustrate\ncurrent challenges and dilemmas faced in the protectio
 n of children\nin Liberia using findings from a recent survey led by the p
 resenter\nin 12 Districts in Central and Western Liberia\, plus the nation
 al\ncapital\, Monrovia.\nABOUT THE SPEAKER.\nMónica Ruiz-Casares is an Ass
 istant Professor in the Division of\nSocial and Cultural Psychiatry at McG
 ill. She obtained her Ph.D. in\nPolicy Analysis and Management from Cornel
 l University. She also\nholds a Law degree from Universidad Pontificia Com
 illas-ICADE\n(Spain)\, a M.A. in International Development from The George
 \nWashington University\, and a M.Sc. in Program Planning and\nEvaluation 
 from Cornell. Her main areas of expertise cover the\nwellbeing and protect
 ion of orphan\, separated\, and unsupervised\nchildren across cultures\; c
 hildren rights and participation\; and\nsocial policy and program evaluati
 on. Her research privileges the\nvoices of children and youth internationa
 lly\, and is inspired by\naction research principles.\n
