 lions of dollars have been\ninvested in education policy reforms that seem
  to have failed.\nDespite a perception of general failure in SSA\, there a
 re\ndifferences in the extent to which reforms 'succeed' or 'fail.'\nAchie
 ving success in SSA is most urgent now\, even as cycles of\nfailed educati
 on reforms have resulted in increased cynicism\,\ndemoralization\, and don
 or fatigue. Often\, teachers are blamed for\nnot implementing 'good polici
 es.' Yet\, the policies themselves\, and\nthe processes of their developme
 nt are hardly questioned. Motivated\nby questions about differences in pol
 icy outcomes\, this\npresentation compares teachers' roles in upper primar
 y mathematics\ncurriculum formulation processes in Botswana and South Afri
 ca\,\nadjacent\, middle-income SSA countries with relatively different\nso
 cio-political histories and educational outcomes. By the early\n2000s\, a 
 relatively ambitious\, yet vague curriculum had emerged\nfrom relatively f
 ast-paced curriculum formulation processes in\npost-apartheid South Africa
 . Around the same period\, a more\nspecified curriculum emerged in Botswan
 a\, where teacher capacity\nhad also been built over time\, and where ther
 e were relatively\nsmaller gaps between curriculum policy and practice. Th
 is study\ndraws from multiple data sources to highlight similarities and\n
 differences in teachers' roles in curriculum reform processes\nwithin diff
 erent SSA contexts\, contributing to the emerging\nliterature on instituti
 onal work (Lawrence & Suddaby\, 2006\;\nLawrence et al.\, 2009\; 2011).\n
