DESCRIPTION:An Oppenheimer Chair Brown Bag Lunch Seminar with Mónica\nRuiz-
 Casares.\nAbstract\nAfter 14 years of civil war and in the eve of the seco
 nd round\nof national democratic elections this year\, Liberia is working 
 to\nreduce child abuse and exploitation\, including children with\ninadequ
 ate parental care.\nAs a result of the conflict\, an entire generation of 
 children\nwas deprived of an education\, with 56 percent of girls and 39\n
 percent of boys having never attended school. Sexual abuse and\nexploitati
 on of girls\, ritualistic killings\, high levels of poverty\noften leading
  to hazardous child labor and unnecessary\ninstitutionalization of childre
 n\, child trafficking\, and harmful\ntraditional practices persist and res
 istance to discuss some of\nthese issues openly further compounds the diff
 iculty of affecting\nchange.\nPolarized opinions on child rights fuel heat
 ed debate and\nobstruct the passage of national child rights and protectio
 n\nlegislation. The Children's Bill\, passed by the House of\nRepresentati
 ves in June 2010\, has since been blocked in the Senate\nunder assertions 
 of objectionable Western influence in relation to\ncultural practices such
  as FGM/C\, corporal punishment\, and child\nlabor. Whereas some are suppo
 rtive of the human rights framework\,\nothers believe 'human rights spoil 
 our children'\, and yet others\nshow confusion about what child rights mea
 n and their\napplications.\nThis seminar will illustrate current challenge
 s and dilemmas\nfaced in the protection of children in Liberia using findi
 ngs from\na recent survey led by the presenter in 12 Districts in Central 
 and\nWestern Liberia\, plus the national capital\, Monrovia.\nAbout the sp
 eaker.\nMónica Ruiz-Casares is an Assistant Professor in the Division of\n
 Social and Cultural Psychiatry at 91Ë¿¹ÏÊÓƵ. She obtained her Ph.D. in\nPolic
 y Analysis and Management from Cornell University. She also\nholds a Law d
 egree from Universidad Pontificia Comillas-ICADE\n(Spain)\, a M.A. in Inte
 rnational Development from The George\nWashington University\, and a M.Sc.
  in Program Planning and\nEvaluation from Cornell. Her main areas of exper
 tise cover the\nwellbeing and protection of orphan\, separated\, and unsup
 ervised\nchildren across cultures\; children rights and participation\; an
 d\nsocial policy and program evaluation. Her research privileges the\nvoic
 es of children and youth internationally\, and is inspired by\naction rese
 arch principles.\n \n
