 ppe Jannard (in French).\nAbstract\nCentral America is the scene of severa
 l migratory movements that\ncombine asylum seekers and economic migrants. 
 Some are fleeing the\nviolence in Colombia and gang activity in Honduras\,
  Guatemala and\nEl Salvador. Others are headed North\, seeking their fortu
 ne\,\nsometimes alone\, sometimes with the help of traffickers. Some are\n
 migrating in search of work\, either legally or illegally.\n\nThe State of
  Costa Rica\, despite its limited resources\, attempts to\nanswer the many
  questions posed by these mixed migrations: how to\nensure the welcome and
  integration of refugees? How to help victims\nof human trafficking? How t
 o handle migrants who are in difficult\nsituations and have arrived illega
 ly?\n\nThe United Nations High Commissioner for Refugees  works\nclosely w
 ith the Costa Rican government in finding answers for\nsituations where ri
 gid legal categories offer little help.\nAbout the speaker.\nLouis-Philipp
 e holds both a bachelor degree in International\nStudies (B. Sc. 2006) and
  a master’s degree in International Law\n(LL.M. 2009) from Université de M
 ontréal. He is deeply interested\nin international law\, as well as in hum
 an rights and migration law.\nHis master’s thesis analyzes the impacts of 
 North American policies\nto fight human trafficking on victims.\nHe succes
 sively acted as research assistant and coordinator of\nthe Hans & Tamar Op
 penheimer Chair in Public International Law\,\nfrom July 2009 to September
  2010. During this period\, he published\nseveral articles and participate
 d in numerous conferences.\nIn 2010-2011\, he worked as an assistant legal
  officer for the\nUnited Nations High Commissioner for Refugees’ (UNHCR) o
 ffice in\nCosta Rica. He was in charge of providing legal counsels to\nasy
 lum-seekers and refugees\, representing the UNHCR within\ngovernmental ins
 titutions fighting human trafficking\, giving\ntrainings on international 
 refugee law\, as well as monitoring the\ndetention conditions of irregular
  migrants.\n
