 \n\n\nThe different approaches to legislating in respect of the\nface-veil
  represent the implementation of different forms of\nfraternity.  France a
 nd Belgium have adhered to a notion of\ncompelled fraternity whereby the M
 uslim woman who wishes to wear\nthe face-veil must compromise her conscien
 ce and religious freedom\nfor the sake of subscribing to prevailing norms.
 \nQuebec has enshrined a notion of fraternity in Bill 94 which is\nmore nu
 anced and genuine: on the one hand\, Bill 94 allows for the\nfreedom to pr
 actise one’s religion as one sees fit and for equal\ntreatment regardless 
 of religious adherence but\, on the other hand\,\nit tempers that individu
 alistic dimension by limiting\naccommodations where there would be undue h
 ardship on the body\nconcerned and\, more specifically in the context of f
 ace-veils\, by\ngiving effect to collective goals of security\, identifica
 tion\, and\ncommunication.\nAbout the speaker\nAzim Hussain\, BCL/LLB'00\,
  is a partner at Norton Rose OR LLP in\nMontreal\, Quebec\, specializing i
 n commercial and constitutional\nlitigation. He was called to the Barreau 
 du Québec in 2001 and the\nLaw Society of Upper Canada in 2002.  He was a 
 clerk for\nJustice Gonthier in 2001-2002.\nAzim Hussain holds a B.A. and M
 .Sc. in Sociology from 91Ë¿¹ÏÊÓƵ\nUniversity (1995) and the London School of
