 bstract: In this lecture the definition of Water Security will be\nexplore
 d. The main thesis will be:\nif social stability can be achieved through w
 ater investment it\nwill result in larger scale security. Some of the “Glo
 omy\nArithmetic of World Water” will also be examined and the special\ncas
 e of Climate Change and Security will be considered. Reasons why\nwater in
 frastructure matters will then be discussed. The World\nDiscourse on water
  needs to be adjusted\, and suggestions will be\noffered for doing so.\n\n
 \nBio: For 30 years\, Dr. Delli Priscoli has been at the forefront of\ntra
 nslating the shared interests of engineers\, academics\,\nadministrators a
 nd environmentalists into national and\ninternational public policy. He is
  a principal advocate of the U.S.\nCorps of Engineers’ transformation towa
 rd open administration and\nadvocacy of environmental ethics. During the l
 ast two decades he\nhas been a pivotal actor in most of the major world wa
 ter forums\,\nand in the creation of several critical world water partners
 hips.\nHe maintains routine working relationships with many of the senior
 \nwater ministers worldwide. Dr. Priscoli is a skilled mediator and\nfacil
 itator who practices throughout the world. He is recognized as\na world le
 ader in conflict management\, water resources and water\nsecurity. His lec
 tures and training courses are highly acclaimed\nand are used in most US F
 ederal Resource agencies as well as many\ninternational organizations.\n\n
