 Dubai International Film Festival\nAbstract: The United Arab Emirate of Du
 bai has long been a\ntransit hub\, a centre for re-exportation around the 
 globe. In more\nrecent years\, its mission to secure a healthy post-oil ec
 onomy has\npushed hard to develop a tourist industry. Straddling both\ncha
 racteristics of the city is the Dubai International Film\nFestival\, whose
  key sponsors hail not just from the expected media\nsectors\, but also fr
 om hotel chains\, shopping malls and property\ndevelopers. Yet the festiva
 l is also situated within Media City\, a\n(post-)industrial free zone whos
 e legislative loopholes concerning\ntaxation and employment rights work mo
 re closely within the logics\nof the re-exportation economy. With this com
 plex positioning in\nmind\, how does DIFF aim to situate a globalised trad
 e in cinema\,\none of the main objectives of its 'film market'? How\, with
 in all\nthis\, are we to think politically about migrant labour\, which\nc
 onstitutes an estimated 89.8% of the Emirate's workforce including\nmost o
 f the festival's staff and creative contributor-guests?\nBio: Kay Dickinso
 n's work to date has been intrigued by moments\nof interaction between dif
 ferent media industries\, particularly\nthose of music\, film and televisi
 on. It is concerned with the how\nthe boundaries between these forms are d
 rawn up and how the\ntraditions governing production\, representation\, di
 ssemination and\nconsumption of each differentiated or amalgamated sphere 
 are\ngenerated. This research has culminated on a book-length\ndialectical
  study of music on screen ­ from soundtracks and\nrecorded musical perform
 ances\, to biopics and\nmusicians-turned-actors ­ entitled \nOff Key: When
  Film and Music Won't Work Together (Oxford\nUniversity Press\, 2008). Con
 centrating primarily on instances of\nconflict and political exchange betw
 een media industries\, this\nmonograph is dedicated to an analysis of labo
 ur rights in the\nUnited States and Britain within the so-called post-indu
 strial\nperiod. Its investigations pivot upon the centrality of the\ncultu
 ral and media economies to those countries from the 1950s\nuntil the prese
 nt day.\nMore recently\, Kay's research has turned towards media from the
 \nArab world\, particularly Egyptian\, Palestinian and Syrian film\nproduc
 tion\, as well as the networks consolidated by Arab world film\nfestivals.
  Her aim is to understand all this from amidst the\npolitics and practices
  of travel\, be that anything from migration\nand forced exile to tourism.
  She has published articles on these\ntopics in various anthologies\, as w
 ell as in the journals Screen\nand Camera Obscura\, and has also collabora
 ted on two film festivals\nheld in the West Bank\, Palestine. At present\,
  she is working on a\nsecond monograph\, Arab Cinema Travels\, and is co-e
 diting an\nanthology called The Arab Avant-Garde: Musical Innovation in th
 e\nMiddle East.\n
