 asure in presenting the 20th F.R. Scott Lecture\nCommissioner of Official 
 Languages Graham Fraser will trace the\ndevelopment of Scott’s thinking ab
 out French Canada\, and the impact\nhe had on language rights and language
  legislation.\nFrom early memories of conscription in World War I\, to the
 \nDepression-era\, the October Crisis and the evolution of language\nright
 s through Scott’s work with the Royal Commission on\nBilingualism and Bicu
 lturalism\, Mr. Fraser will discuss frankly and\nopenly the opinions\, dou
 bts and frustrations\, as well as the many\nimportant accomplishments of S
 cott over most of the last\ncentury.\nToday\, with a little distance\, it 
 is possible to see now how\nimportant Scott’s influence was in fighting fo
 r a charter of rights\nand in defining language as a human right. He saw t
 he Constitution\nas the vessel that contained the philosophical rules and 
 principles\nthat governed relations between individuals and cultural group
 s\,\nand their relations with the state. Those relationships are as\ncriti
 cal now as they have ever been.\nWell-known and respected journalist and a
 uthor with close to 40\nyears of journalistic experience\, Graham Fraser w
 as appointed as\nCommissioner of Official Languages in 2006. During a long
  and\ndistinguished career that has straddled the language divide\, Mr.\nF
 raser has reported in both official languages on issues affecting\nCanada 
 and Canadians\, including cultural and foreign policy\;\nconstitutional de
 bates and negotiations\; and provincial\, national\nand international poli
