 ent is promoting temporary foreign\nmigration\, especially of low-skilled 
 workers\, to promote economic\ngrowth. This presentation places the Canadi
 an Low-Skill Temporary\nForeign Migrant Workers Program within the interna
 tional approach\nto managed migration. It begins by sketching the three do
 minant\napproaches to managed migration – neo-liberal\, social development
 \,\nand migration as development – and identifies some of the\nlimitations
  in each of these approaches.\nA more inclusive framework for evaluating t
 emporary foreign\nworker programs (TFWP) is constructed\, and it is used t
 o evaluate\nthe Canadian Low-skill Temporary Foreign Migrant Workers Progr
 am.\nThe changes that have made the program more “employer-friendly” are\n
 discussed\, and the mechanisms designed to protect temporary foreign\nwork
 ers are examined.\nThe presentation concludes by characterizing the Canadi
 an TFWP\nin light of the international approaches\, and considers what Can
 ada\nshould do to ensure that temporary foreign workers are neither\nexplo
 ited nor used to lower the wages of Canadian residents and\ncitizens.\nAbo
 ut the speaker\nJudy Fudge is Professor and Lansdowne Chair in Law at the
 \nUniversity of Victoria\, Canada\, where she teaches employment and\nlabo
 ur law. She began her academic career at Osgoode Hall Law\nSchool\, York U
 niversity\, and she has written extensively on labour\nlaw\, employment la
 w\, labour law history\, pay equity\, and human\nrights at work.\nHer curr
 ent research is on the regulation of working time\,\nconstitutionalization
  of workers’ rights and the rights of\ntemporary workers admitted to Canad
 a to perform low-waged work that\nis not attractive to citizens and perman
 ent residents. She was\nawarded the Bora Laskin National Fellowship in Hum
 an Rights from\nthe Social Sciences and Human Research Council for 2009- 2
 010 for\nher research project Labour as Human Rights: Unions\, Women and\n
 Migrants.\nPresented by the Centre for Human Rights and Legal\nPluralism  
  and the  Hans and Tamar Oppenheimer\nChair in Public International Law.\n
