 Policy\,\nwhere he is a Senior Research Fellow. While on a leave from McGi
 ll\nin 1997-98\, he served as the 'Ottawa Citizen' editorial pages\neditor
 . He won a gold medal for humour in the 1989 National\nMagazine Awards for
  a piece in 'Saturday Night' and his 1998 book\,\n'Globalization and the M
 eaning of Canadian Life'\, was runner-up for\nthe Donner Prize for the bes
