 iddle East\, the\nPersian Gulf\, and Southeast Asia. He has acted as a con
 sultant\nto the International Commission on Intervention and State\nSovere
 ignty\; the High Level Panel on Threats\, Challenges and Change\nappointed
  by the UN Secretary General\; and the Ford Foundation. He\nhas authored\,
  co-authored\, or edited 13 books and published about\n90 research papers 
 and scholarly articles in leading journals such\nas World Politics\, Inter
 national Studies Quarterly\, International\nStudies Review\, and Foreign P
 olicy. His books include The Politics\nof Islamic Reassertion (St. Martin’
 s Press\, 1981)\, The Third World\nSecurity Predicament: State Making\, Re
 gional Conflict\, and the\nInternational System (Lynne Rienner Publishers\
