His paper will look at the ways that “ privately-owned\,\ncommercially-driven media have resisted state intervent ion…\nEthically\, there is no more reason for media institutions to remain \nin the realm of private life than\, say\, the education system. The\ness ential question is whether or not public policy can enhance the\nrole of m edia in the public sphere\, not whether it violates the\nprivate property rights of media owners.”\nProfessor Barney (Canada Research Chair in Techn ology and\nCitizenship) will present on the 'revenge of publicity'. He say s\,\n'Emerging technologies have saturated the public sphere with\ninforma tion\, communication and opportunities to participate\, but it\nremains un clear whether this saturation contributes to more\, or\nless\, robust prac tices of political engagement. The question I will\nbe asking is whether t he prospects of political judgment are\nserved\, or undermined\, by the pa rticipatory affordances of emerging\nmedia technologies.'\nThe event progr amme is now available.\nMedia institutions are essential insturments of de mocracy\, but\nthey are also companies and actors in economic markets. We often\nreproach the media in a way that brings to light these two roles\nt hey bear.\nThe lamentations are common: the regretful slogan “if it bleeds \,\nit leads” suggestive of the sensational character through\ninformation is sold\, the intensified coverage of “attractive\nevents\,” such as cele brity adoptions\, that are otherwise minor when\ncompared to other\, more pressing politics. These complaints often\nexpress as dissatisfaction with media organizations’ fulfillment of\ntheir roles as democratic institutio ns\, which serve a number of\nfunctions: acting as the guard dogs of valid and truthful\ninformation\, increasing the quality of public debate\, as well as\ncontributing to the democratic vitality of other institutions\, t o\nname a few. Yet\, as private enterprises\, media institutions are\nalso subject to the responsibility of increasing profits\, which\nleaves many to treat information as a commercial product. This\nsecond role seems to a ccommodate\, if not justify\, the objects of\nthe above lamentations.\n\nC onsequently\, the following question arises: are these two\nresponsibiliti es contradictory? Otherwise put\, does the economic\nnature of media insti tutions bring them to produce information of a\nhigher quality or more inf ormation of lower quality?\nThe objective of this conference can be summar ized as addressing\nthese questions. More particularly\, we want to try to take into\naccount the adversarial nature of the economic environment in which\njournalists evolve and conduct their work. While this adversarial\n perspective is frequently used in business ethics research\, it has\nyet t o be systematically applied to studying the roles and\nresponsibilities of media institutions.
