 ent public\nservice\, but it is barely recognised and delivered as such. T
 his is\nin stark contrast to other public services. It is universally\nack
 nowledged that in order to deliver optimal public benefits with\navailable
  resources health and education services\, for example\,\nneed to be profe
 ssionally managed. Yet\, legislatures and the legal\nprofession behave as 
 if court adjudication is different\, that it\ncan be satisfactorily delive
 red without overall management\, without\noversight of performance and wit
 hout much accountability for the\nuse of resources.\nProfessor Zuckerman w
 ill argue that the litigation service too\nmust be professionally and adeq
 uately managed if it is to deliver\neffective law enforcement within a rea
 sonable time and at a\nproportionate cost. It is not suggested that the ju
 dges should not\nmanage the civil litigation service. But it is argued tha
 t if\noverall management is to be left to judges they have to think and\nb
 ehave as managers with a public responsibility. What they do not\nhave is
