  North American Free Trade Agreement on the Canada-US\nsoftwood lumber dis
 pute\, arguing that the Canadian government's\nnon-recognition of Aborigin
 al and Treaty Rights is a subsidy to the\nCanadian forest industry.\n\nMan
 uel will address the emerging framework of domestic and\ninternational law
  bearing on the rights of Indigenous peoples. He\nhas been a strong critic
  of the 'extinguishment' policies of the\nCanadian government\, exemplifie
 d in the negotiating frameworks for\nmodern treaty agreements – the Compre
 hensive Claims policy\, and its\nBritish Columbia incarnation\, the BC Tre
 aty Process. Following in\nthe path of his father\, the late George Manuel
 \, President of the\nNational Indian Brotherhood and founder of the World 
 Council of\nIndigenous Peoples\, Manuel has advocated for changes to bring
 \nCanadian policy in line with standards set in Supreme Court\ndecisions l
 ike Delgamuukw and international human rights\ninstruments like the United
  Nations Declaration on the Rights of\nIndigenous Peoples. He has testifie
