 ement) Temporary Foreign Worker Programs [TFWPs] in Canada are not a new p
 henomenon. However\, with exponentially increasing use of this program\, c
 ontinuous changes at the regulatory level in the past decade\, and burgeon
 ing literature critical of the TFWPs\, it is quickly becoming a topic of s
 ignificant and contentious debate in Canadian law and policy. This present
 ation will engage in a critical inquiry of the TFWPs\, examining how the r
 egulatory structure of these Programs contributes to a state of unfreedom 
 for migrant workers.\nBeginning with an exploration of the underlying cont
 ext in which low-skill labour migration occurs\, as dependent on the creat
 ion and sustenance of a migrant economy in which differential rights are n
 ormalized and migrants are systematically excluded from social\, political
  and legal belonging\, this presentation will expose a landscape which pro
 duces conditions for unfreedom. Building from this context\, the regulator
 y structure of the TFWPs\, and specific measures under the programs which 
 produce conditions of unfreedom for migrant workers will be examined\, inc
 luding: the employer-specific work permit\; limits on participation and ti
 me in Canada and the lack of access to permanent residency\; and\, jurisdi
 ctional limitations with respect to the regulation of employers and third-
 party recruiters.\nUltimately\, this presentation will argue that the regu
 latory regime governing the TFWPs operates largely at the expense of migra
 nt workers’ rights\, creates mechanisms which produce precariousness and d
 ependence for both migrant workers and sending countries\, and fails to li
 ve up to the promise of the “triple win” scenario.\nAbout the speaker\nBet
 hany Hastie is a doctoral candidate\, under the supervision of Professor F
 rançois Crépeau\, at the Institute of Comparative Law\, 91˿����Ƶ.
  She holds a SSHRC Doctoral Fellowship\, and is a former O’Brien Doctoral 
 Fellow at the Centre for Human Rights and Legal Pluralism.
